Primary vocational education

The Department of Primary Vocational Education, being a structural subdivision of the Ministry of Education of Turkmenistan, implements the policy of the President of Turkmenistan regarding the system of vocational education. In its work, the Department of Primary Vocational Education supports the Constitution of Turkmenistan, the Law of Turkmenistan "On Education" (proposed edition), acts of the President of Turkmenistan, decisions of the Chambers of the National Council of Turkmenistan, resolutions of the Cabinet of Ministers of Turkmenistan, other regulatory legal acts of Turkmenistan, Regulations on the state vocational schools, other regulatory legal acts and International Treaties of Turkmenistan.

The main goals of the department are:

to ensure the implementation of state policy in the education system of Turkmenistan in practice;
to satisfy the desire of the individual to receive professional education and deepen it and to gratify their intellectually and culturally development;
to train the highly qualified personnel (according to professions and official positions) for the relevant sectors of the economy of Turkmenistan;
to collect, protect and enrich the spiritual, moral, cultural and scientific values of society;
to educate students in a civilized manner which closely related to national history, culture, traditions and priority universal values, as well as to be loyalty to the principles of Independence and Neutrality of the state, the Turkmen people, the Motherland and the President of Turkmenistan.

The main tasks of the department are:

to coordinate the work of vocational schools with the implementation of the educational policy of the President of Turkmenistan;
to educate young people to be loyalty to the People, Motherland and the President of Turkmenistan, the principles of Independence and Neutrality of the state, and to bring them up cultured, cultivate high morals associated with national history, culture, traditions and priority universal values;
to control the educational and methodological activities of vocational schools carried out by ministries, departmental administrative institutions which are useful for training personnel who are sensitive, politically conscious, highly cultured, healthy, literate, capable of public administration training (from the point of view the skills of employees and job positions);
to improve the quality of the professions taught in vocational schools of the country and the quality of education;
to improve the quality of curricula and programs of vocational and technical schools in accordance with the priority directions of social and economic development of the country;
conducting career guidance activities with secondary school graduates, youth and senior unskilled citizens;
to develop instructions and directives, regulations and orders related to training and education, teaching methods and activities, and to control their intended use for vocational education institutions that train qualified personnel (in the specialties of working professions and civil servants);
to organize and control the development of programs, curricula, textbooks, teaching aids together with the National Institute of Education of Turkmenistan;
to organize the trainings in order to improve the professional level of managers, teachers and masters of industrial training together with the National Institute of Education of Turkmenistan;
to control the implementation of state programs in vocational schools, the provision of teaching staff and specialists with industrial training, the material and technical base of trained professions, as well as control over the professional and paid training of workers necessary for enterprises (in terms of professional skills and job positions ) and to analyze the related reports;
to obtain and analyze the information on the employment of graduates who have received qualifications in vocational schools according to the requirements of enterprises;
to develop and annual update of the State classification of labor professions and service positions of primary vocational education for urgent educational programs from one academic year to one and half academic year and the classification of labor professions and service positions of vocational education for urgent educational programs up to six academic months;
to familiarize with the proper organization of educational and training, educational and methodological and professional training of vocational educational schools in the city of Ashgabat and velayats and to provide educational and methodological recommendations;
to control the wide introduction of modern innovative electronic learning tools according to the development of the digital education system in vocational schools;
to study the compliance of the material and technical equipment of vocational schools with the requirements of the programs, compliance with the rules of technical safety, cleanliness, health protection of students;
to assist in the organization of cultural and sports competitions held by public organizations of the country among vocational schools;
to establish and organize educational consultations, seminars, sports days, cultural competitions, as well as competitions "Professional skills" in various areas of specialization among students of vocational schools;
to participate in state-level events and their organizational activities;
to participate in international projects implemented in the system of vocational education;
to consider applications, complaints and proposals of citizens in the prescribed manner and make the right decisions in a timely manner within the limits of the powers granted.
