The Department of Higher and Secondary Vocational Education, as a structural unit of the Ministry of Education of Turkmenistan, implements the policy of the President of Turkmenistan in the field of higher and secondary vocational education.

In its work, the Department of Higher and Secondary Vocational Education is responsible for the Constitution of Turkmenistan, the Law of Turkmenistan on Education, other laws of Turkmenistan, acts of the President of Turkmenistan, resolutions of the Mejlis of Turkmenistan, resolutions of the Cabinet of Ministers of Turkmenistan, Regulations on state secondary vocational education institutions  supports other regulatory legal acts, international treaties of Turkmenistan.

 The main objectives of the department are:

• • implementation of a general state policy aimed at improving higher and secondary vocational education;
  • Satisfying the needs of the society with highly qualified professionals and highly qualified research and teaching staff;
  • development of state educational standards for higher and secondary vocational education and control over their implementation;
  • to cultivate in the student youth a high love for Independent, Eternally Neutral Turkmenistan, its people and its President.

The main tasks of the department are:

• • Coordination of the work of higher and secondary vocational schools on the implementation of the educational policy of the President of Turkmenistan;
  • participation in the development and implementation of public policy in the field of higher and secondary vocational education;
  • organization of work on development of state educational standards of higher and secondary vocational education;
  • implementation of regulatory and legal support of higher and secondary vocational education;
  • to provide methodological guidance to higher and secondary vocational schools, regardless of their affiliation;
  • to lead the work on upbringing of students deeply loyal to the State Independence, Eternal Neutrality, the Motherland, the President of Turkmenistan;
  • Participation in the development of the functional units of higher and secondary vocational schools of Turkmenistan in cooperation with the Department of Finance and Economic Analysis;
  • to participate in the study of the needs of specialists in the sectors of our economy, together with the relevant departments of the Ministries, departments, higher and secondary vocational schools and the relevant departments of the Ministry of Education, to develop projections for training specialists;
  • Develop a draft general rules for admission of citizens of Turkmenistan to state higher and secondary vocational schools;
  • participate in the development of draft plans for admission of students to higher and secondary vocational schools, regardless of their affiliation;
  • development of copies of documents on higher and secondary vocational education;
  • work together with the Department of International Cooperation and the procedure for recognition of documents on higher and secondary vocational education issued to citizens of Turkmenistan abroad in cooperation with higher and secondary vocational schools of Turkmenistan;
  • participate in the development of drafts of laws and other regulations related to the system of higher and secondary vocational education and control the implementation of the legislation of Turkmenistan in the field of higher and secondary vocational education;
  • creation, analysis, forecasting and improvement of information system on the state and development of higher and secondary vocational education;
  • to hold competitions among professors and students in the fields of education, methodology, science and creativity and to carry out organizational-methodical leadership;
• • to consider the applications, complaints and suggestions of citizens in the prescribed manner and to make timely decisions within the limits of the powers granted.
